Trade-offs in a Tempest: Stakeholder Influence on Hurricane Evacuation Decisions

چکیده
Stakeholders often control vital resources for decision makers, and this can lead decision makers to take stakeholder opinions into account when making important decisions. This process can be complicated by a number of factors. First, many important decisions involve risk and uncertainty. When the outcome is uncertain, how does a decision maker take the views of stakeholders into account? Second, many decision makers are accountable to multiple different stakeholder groups with different preferences. How do these heterogeneous stakeholder groups affect the process of decision making? More generally, do these stakeholder considerations lead to decisions that are not socially optimal? We explore these and related questions by focusing on a specific type of high stakes decision making in a context featuring significant risk and heterogeneous stakeholders – the decision to evacuate a community during the threat of a hurricane hitting land. While there is research on weather forecasting techniques and individual evacuation behavior, there is no research on the behavior of local officials in making hurricane evacuation decisions. These decisions provide an excellent context for an exploration for the specific processes by which stakeholder considerations may affect the process of decision making. This study offers a simple model of the underlying process behind evacuation decision making. The model focuses on how the evacuation threshold is set based on the anticipated costs of type I versus type II errors. We then use the model – supplemented with rich qualitative and quantitative data – to offer a series of propositions about the conditions under which non-socially optimal evacuation decisions may be made. The paper contributes to the literature on decision making by offering a simple model integrating decision making and stakeholder considerations, and by offering specific and novel propositions about this integration.

A Bayesian decision model with hurricane forecast updates for emergency supplies inventory management
Hurricane forecasts are intended to convey information that is useful in helping individuals and organizations make decisions. For example, decisions include whether a mandatory evacuation should be issued, where emergency evacuation shelters should be located, and what are the appropriate quantities of emergency supplies that should be stockpiled at various locations. This paper incorporates o...
متن کامل/ 05 Public Evacuation Decisions and Hurricane Track Uncertainty
Public officials with the authority to order hurricane evacuations face a difficult trade-off between risks to life and costly false alarms. The evacuation decision must be made on the basis of imperfect information, in the form of a forecast. Ideally, the decision should also be informed by measures of uncertainty and estimates of the value of waiting for updated, and more accurate, forecasts....
متن کاملIs It Time to Go yet? Understanding Household Hurricane Evacuation Decisions from a Dynamic Perspective
To better understand household hurricane evacuation decisions, this paper addresses a limitation to existing hurricane evacuation modeling aspects by developing a dynamic model of hurricane evacuation behavior. A household’s evacuation decision is framed as an optimal stopping problem where every potential evacuation time period prior to the actual hurricane landfall, the household’s optimal ch...

CONTEXT Evacuation and shelter-in-place decision making for hospitals is complex, and existing literature contains little information about how these decisions are made in practice. OBJECTIVE To describe decision-making processes and identify determinants of acute care hospital evacuation and shelter-in-place during Hurricane Sandy. DESIGN Semistructured interviews were conducted from March...
متن کاملEthical Perspective: Five Unacceptable Trade-offs on the Path to Universal Health Coverage
This article discusses what ethicists have called “unacceptable trade-offs” in health policy choices related to universal health coverage (UHC). Since the fiscal space is constrained, trade-offs need to be made. But some trade-offs are unacceptable on the path to universal coverage. Unacceptable choices include, among other examples from low-income countries, to expand coverage for services wit...
